in terms of speed, the "smaller" characters are faster movement speeds, generally. Gizmo, Marvin, Stripe, Joker.
in terms of animation frames, i know Joker has some fast ones and couple of long ones.
i haven't deep into the counting of motion and all for all the characters.
I only have Joker, the Twitch drops and f2p unlocks.
I'm thinking of either Garnet or Supes, for my next character cause I know a daily node will land on those Beach Ready nodes.

Taz is mostly waiting out his cooldowns. He's quick, yeah, but if you play him like an ambushing Blanka character and get behind him he leaves himself open a lot. like his Up Special takes forever to get out of and easy to time a good hit or combo.

One concept at least in platfighters that's not in traditional fighters is edge-guarding. Essentially, if someone is offstage they have limited resources to get back, so if you can keep hitting them away they'll run out of resources. Though this game has a lot of resources for air movement and also a lot of kill moves, so edge-guarding isn't as prevelant in this game as it is in smash afaik

Spikes are still common and good though. If a move sends down, it's capable of killing people off the bottom with really low damage if you hit them while offstage
