What do I mean by that? We spent 4 seasons adjusting balance of the game to add longer whiff to make moves punishable. Throwing shields into the middle of it just added an incredibly easy way to punish all of those moves. They would have needed to go through and rebalance every move in the entire game's whiff frame time or better yet add "on block" frames which are less punishing

Yes but we are discussing relative character strength. Jack is an example of a weak character in 1v1s because of lacking power + very predictable. In 2s that predictability matters a bit less because your teammate can put your opponent in bad positions for you. But that is true for literally every character with issues in 1v1
