Finn is designed around a unique feature where he charges his moves up by not only holding down the attack inputs but also running. He's seemingly incentivised to attack with well timed predictions of where your enemy is going to be however in practice there's no noticeable difference between fully charging and of his moves or slamming them down ASAP with no charge built up. That's why Finn is B tier the meta fully ignores what makes him unique
