The only moves ‘safe’ on shield are those that put you out of range of punishment like Velma air up b. However with how the game works fixing this issue would make attacks absurdly spammy on whiff and require more work than fixing no shield MVS

• dodge meter should have at least 2 levels to it
• as you use dodge meter and go down a level dodges/dodge cancelling will become worse in some way(e.g. dodges cancel into attacks a bit later, dodges have less invincibility, etc.)
• I believe with this there should be more dodge meter overall but naturally burnout will last longer
  This should help address absurd advantage states caused by constant dodge attacks while reducing how much youre in burnout(burnout occurs too easily in this game imo)
