Dunno man, tried it with multiple characters/multiple moves. Go in training and press the same button over and over. Damage decreases. A 10 damage move does 6 damage and doesn't seem to go lower. If you're doing exactly that and seeing something different I'd be curious to know what you get instead of 6 damage.

it's not fluctuating, the damage is just not a round integer, so when you carry enough decimal damage you get +1. Point is at first it does at most 9, later it does at most 6, and you can keep going forerver but it'll never do 9 again unless you hit some other moves

Pretty sure I read somewhere that it was one of the features they intend on adding again later. My experimentation shows that there is not a decay... some moves have a range of damage they do, but the move you were doing in that video fluctuated between being strong and weak... it did not seem to trend downward as you would suggest, and certainly not by 40% at any given time.
