My guess is he was already being developed as an enemy for the PVE mode and they probably gave him so much stuff he was almost a complete character. So they decide "screw it, why not?" and did a bit of extra work to turn him into an extra for a laugh.

Other fighting games have repurposed assets like this before to expand the roster in a shorter time constraint.

Technically Akuma wasn't seriously supposed to be playable but you could if you knew how to find him on the menu using a secret method. But yeah Akuma was just a jacked up Ryu/Ken asset flip as a bonus boss in the arcade release and became legendary.

I don't think any characters were "missed out" because Akuma was added as a last minute secret fight in a short time. Same with BG. I think he was being made for other modes already and probably didn't take much more time to simply flesh out into a full character just for fun.

The thing with Piranha Plant is that he was the 70th inclusion in a roster of a very successful game, and that roster already represented a good amount of characters and series. The Mario series alone had like 10 popular characters already playable
BG before Marceline or Ice King or whoever else just left a bad taste in a lot of people's mouths

Not to mention Plant was released as FREE DLC (no paying or grinding), and I kind of expect that we're gonna have to grind or pay for BG

Plant was like, definitely way more warmly received I think

Joker - Boring and overused, but very mainstream and popular pick. Overall healthy addition for the game
Banana Guard - I don't have anything to say that hasn't already been said. Obviously the most controversial character by a landslide.
Jason - First horror rep, popular pick, and probably a new tank character (which we have few of). Very healthy addition for the game
Agent Smith - Represents a pretty big action franchise, and another villain is welcome. Pretty good addition.
