Talk to steam support, they'll get that fixed. In the future, restart your game, don't purchase it again, especially if it charged you (Valve keeps track of all charges that successfully go through to prevent issues)
If you do not receive your skin even a couple minutes after restarting, talk to a member of the team, and they will manually fix it for you or alternatively refund you

I saw that this was a feature in the past, it sounds much better than the one in game right now. I only recently purchased and play for the first time earlier this week. very invested atp. Fingers crossed the OG (improved) system is reimplemented eventually (hopeful because it existed in the game before).

the worst part about how they changed it is i had entire sets of full skins added to the game and i never got any of them from it, just had my skins removed including my gun skins as well.. was a big let down after taking a break for a few months to see that like 30,000R worth of skins were all gone and my grind was for nothing. i do like the new cosmetics they added i just wish they kept the old system along with them.
