Honestly as mentioned by one of the devs to me a few months ago, even low settings offer only slight variations between Epic and lower.
Shadows and Global Illumination affect FPS the most. Also setting Post Processing to Low brightens the frame a bit and removes the Depth of field effect.

Flickering lighting is a UE5 issue not a DLSS issue, so use it if you need it, id say yes at least at Lowest quality because it makes everything smoother but still very clear, better than native scaling
