I simply think that the work required for the loadout, its balancing, and its implementation is much more time-consuming than for the zombie map. (Add to that the bug fixes and the engine switch, and you arrive at the point where the loadout had to be delayed.)

The gameplay is exactly the same since its inception. Its a run n gun shooter really. You just have to take more time to prepare to shoot your target then most. They all are. There are really no tactics that are different than another game that tries to represent firearms as realistically as possible.
