interesting. my only suggestion would be a config reset, that might help you.
the only causes for the graphical settings not saving that have been found so far is the nvidia app, and them just getting stuck in place, though its usually just one or two options
heres how you reset your config:

Press "Win + R" simultaneously and enter %localappdata%\Bodycam\Saved\SaveGames, then delete the "SystemConfig.json" configuration file (a new clean file will be created upon next game launch).

every single triple A game after rdr 2 featured insanely detailed textures

which eat video memory for breakfast

The last step with DX 11 is kinda crappy. UE5 games don't provide SM5 shaders for DX 11 API

so Lumen won't work. The game will look severely impaired
