It is in the VPN settings (depending on what VPN you are using, the method may differ), you will find a section that is a "whitelist".
Most of the VPN's I have used allowed me to whitelist programs, games, apps, etc. from being affected by the VPN.

I use this method with the Netflix app, so that I don't get told "You are using a VPN, fuck off now".

You might have 2 conflicting HDR profiles fighting each other over contrast / NIT brightness etc.

I would turn the AMD off, then recalibrate the HDR in Windows.

Then make sure you’re not cranking contrast to 100 on your monitor settings, also make sure you aren’t using any sort of Dark Stabilizer on the monitor itself.

And make sure you have HDR set to on in the Bodycam graphics settings
