if were talking disable it for a different system, itll require alot more gui work, and a rethink of the code structure

if they were to change it, for example the items being set like vest in one tile, gloves in another, and the skin changes changes every day, itll probably be less work, yes.
but i think either way, its not what they should be putting their work in cuz the game is kinda a mess right now, apart from some irrelevant issues that arent directly directed to the game, they got stuff like bugs and cheaters to work on

make sure to close out any other demanding applications in the background as windows loves to overload your desktop w everything you install until you tell it not too, underclock could also work, you can try installing msi afterburn and attempt to use that to increase the performance a little bit, you should be able to push graphics cpu and ram a little harder this way, not too fimiliar with it as my laptop only lets me adjust certian settings on there

worst comes to worst my guy just install geforce now and use their free subscription, only downside to this is youll have to wait in a que in afternoo hours i mean these hours rn you prolly only waiting in a que of 2-3 people so like max wait 5 mins to game and then after 60 minutes youll have clos out and reopen but this is the method im currently using until i get me a nice build

just more gpu demanding than it is cpu, make sure your 3060 is up to date running the lates version of the game ready driver, your pc does meet min requirments, try enabling fsr or using the balanced option for upscaling this will take your quality down a bit and a little jumpy at times but should bump you up to your expected 40-50 fps
