no it's not, it's actually functioning. they got the minimum viable product out. it was never marketed to be anything more than what we got, in fact it has more maps and weapons than people expected. it's actually responsive too and not "cool looking but unfun", as a game dev myself this is impressive how they were able to get working net code out like this with all the gameplay features actually responding in a server
