Leclerc or Russel would both likely outshine Hulkenberg and increase your board´s expectations too much, I´d recommend a lower rated driver like Ocon or Bearman. Between the two, I´d vote Bearman but both are good picks for a new team.

@brave pebble what powertrain should I pick as a newbie ? Mercedes seems to be durable, Ferrari is balanced, Honda seems like a glass cannon, Renault is fuel efficient (lighter ?)

What do you suggest

Renault gives you lightning starts, especially if you're good with underfueling, and it's the cheapest option. Honda because of it's raw power is strongest towards the end of the race. Mercedes is expensive up front but helps save budget towards the end of the season because you'll (hopefully) save on components.

NGL I dare say all engines are fine.

Nice. Just make sure to really keep that budget in check in the second half of the season when you´ll likely need more engine parts.

Because hulkenberg and bearman are both 96% confidence and hulk is "very high" but bearman is "medium"

Not at all, his safety stats will be an issue. He's going to crash a fair bit if you drive him recklessly, Hulk should be safer.
