I wish there was an option to pit just to get rid of the penalty without losing extra time for tyres. I.e. there's a safety car and the available time is just enough to get rid of the penalty without losing positions, and don't need to change tyres because we're 3 laps to the end.

I think this was possible in the 2022 game. I think I remember doing this once (under SC), although there was a front wing change involved so that might have affected this. However, I believe in real life you can't serve a penalty under the Safety Car, so it might be intentional and specific to that, unless you've experienced it in green flag racing.
