Tyres disabled before the race

Why am I not able to select this set of soft tyres?
I'm just before the start of Las Vegas Grand Prix

Soft tyre is locked until you go to the race or you reach Q3

Also when I pitted it was not selectable.

All these have it even if they don't make it into Q3 and judging by the screenshot he's about to start the race

You don't get that tire unless you make Q3, if you don't make Q3, it will never unlock

Here's the really weird thing. It used to tell you

In F1M22 and so far with F1M23 1.5 you would always unlock it and I thought it was a geniune F1 rule

The game is finally updating to add these minor tweaks for the rules

When did that change? Because the having the fresh Q3 tyre was always the upside to not making Q3 before.

In which case, this probably ought to be put down as a bug instead.

Its a clear bug. there shouldn't be locked tyres before a race. They have either gone back to Pirelli or are available. That's why teams try and limit what they use in Practice depending on race strategy
