If you try to hire a different staff member or driver, or just renew contracts the salary expectation is very often 2x-3x higher compared to what they currently earn, making it enormously difficult to come around enough money to even reach the cost cap. Bottas for example with 9 million contract at the start of the game by default, wants 20 million if you try to just extend his contract.
