Goldkiss Rum when to activate

Since Goldkiss rum says, the next action you play gains go again (but is an instant), when is the latest window to activate goldkiss rum to give my action go again? I would have said in the layer step of the action? Im not 100% sure, so i want to clarify

you have to use goldkiss before you announce the action you're playing/activating

fwiw layer step is specifically for attack actions, and at that point it's too late since we apply effects like goldkiss rum during the play process

Judge in the calling ruled differently on this, bc it 'your next action gets' with no reference to when it's played. i am curious to what the definition of 'next' is, since technically, activating in response makes the 'next action' to resolve the played action

that was an incorrect ruling, as by the time you could activate rum you've already played the action you're trying to "respond" to

this could be treated as out of order sequencing but strictly speaking you have to use rum before you start the process of playing/activating the action you want it applied to
