An IP2 from eg a deck check?
Yes
Or some other infraction that happened during the round and the penalty is issued in between games

For deck checks, we are ideally swooping at step 6, returning decks, and asking them to essentially repeat step 6. In the same way that we don't allow players to re-sideboard after a deck check, I would say that the choice of 1st or 2nd has already been locked in.
what about for a t8 deck check though?
For an IP that happens between rounds (how?) I would say that, if they won the dice roll, they are entitled to that information beforehand. I don't have anything to point at for this distinction other than gut.
For t8 deck checks, this seems like the kind of situation that we try to avoid by checking in swiss before the cut, per recommendations
I could see an argument that there is equity in applying the IP at the same point,.so that they can't alleviate a penalty slightly by choosing the less bad choice, but it seems like you're stuck in a situation where you are scrambling to fix something downstream from the initial deviation (checking in top 8, but also before presenting decks)
I'm aware of this, but a decklist error was caught after the game
I’m in the camp that the opponent should be made aware of the penalty during starting game procedure
