There are two scenarios:

  1. You target the same hero twice
  2. You target 2 different heroes

I believe Forked Lightning is basically a compound event now, with the two damage events to two targets getting handled separately

This means that amp and similar effects only apply to the first damage event, and that AB can be applied to each damage event as discussed in the article you linked

You would choose which of the instances of damage gets Amp since they happen simultaneously.

I'll check with the rules team but you'll either get to pick which is increased by amp or the player will always get the increase

it's ironic they used crucible in the RN for singe because it still does increase the whole card's damage lol

So not to start a new thread:
Surgent Aethertide on the other hand is a card-based buff and buffs both damage instances of Forked Lightning, right?

The first card you play each turn with an arcane damage effect, instead deals that much arcane damage plus X, where X is the damage dealt by Surgent Aethertide this turn.
