Just something that came up when I spoke with a friend of mine, are you allowed so swap decks between rounds when there's no mandatory decklist?

No.

An armory, even if at Casual REL, is still a tournament, and still follows the TR&P, which means as soon as you present your hero in round one, you are locked into that hero for the remainder of the event (constructed formats specific).

I would rather speak of card-pool than hero. But yes it's fixed for a whole tournament even in casual (armory).

Yeah for constructed formats you have to use the same deck. For limited formats at armories, you have access to your entire cardpool that you drafted/opened and can swap heroes between rounds. (You are only locked into a hero in limited formats when card-pool registration is required.)

At my local armories players sometimes switch decks cause they want to have fun and try different things. No one ever minds as long as it's not intended to gain any advantage

The inherent issue with swapping decks in any non-limited event, specific to armories, is that they reward XP. Now, with the recent changes to XP and ELO coming with regards to Competitive+ REL events, we do not know how this is going to be affected. But in the past you could get invites to large scale events where XP invites were a factor. Swapping a deck for a strategic advantage between matches so you can maximize your XP gain, is (in my opinion) cheating.

No one in my area really cares about xp. We get so few events that only the most dedicated players can qualify with xp, and those players usually win the rtn anyway

(Specifically TRP 7.1 mentions you can only play with cards in your card-pool, and 7.2-7.4 specify what a card-pool entails for specific constructed formats, for anyone curious about further reading)

Our focus is having fun and growing the game here. But we are aware of the rule

Very pro growing the game, just, with judge hat on, have to point out while answering the question asked that it is not allowed by the rules

Gunter answered the question perfectly. My response would more so fall under the code of conduct "Facilitation, not sanction"
When one of the 6 players we get an an armory wants to try different decks to see what they like and none of the other players mind, we let them switch it up cause it's more fun for everyone.

I have a different understanding of the "facilitate not sanction" policy but it's a bit outside the scope of the question so I'll drop it :p Just wanted to make sure that SkyNess had the links to the specific parts of the TRP answering their question!

I would recommend that your Local Game Store (LGS) get in touch with LSS OP to initiate a conversation regarding the preferences and requirements of your local gaming community. This way, they can work together to find the most suitable ways to meet those needs.
