Where does it state expressly that we can't use the cards that replacd token cards in HVY Sealed?
There was a specific note for Bright Lights in the Rules for the Bright Lights cards.
However, all of the general places like in the TRP and explanation of Sealed format on the website, taking these cards out seems to be a set by set decision.
Examples of cards would be CFs, legendaries, expansion slot, EAs etc

Just playing devils advocate. Technically this says "non-draftable" and does not imply or expressly say this applies to all sealed formats. This refers to drafting

Yes, but they also don't say in any rule documents for HVY, HVY Sealed, etc. that you can't use the expansion slot cards. It's just in the primer.
