nope, chain is part of the action phase
I assumed as much but trying to figure out why they said in each of your action phases. Cause to my knowledge you just get one right?

It’s effectively a once per tern trigger
The “each” is just a weird quirk of English that is likely just future proofing
would do the same. So unless there is some shenanigans' where he gets a 2nd action phase after his end phase or something...
This is what I assumed they would do if intended once per turn. Or just add one per turn during your action phase if x do x. Though I'm prolly just grasping at straws lol

I like it that they clearify your own turn. Reckless swing, codex of frailty(from oppo), and other cards can cause you to discard as well. So that would be during an action phase. That's a trigger that would be easily missed.
If you word it like this, It would be a once per game trigger. The "each" is so that it counts for, well, each of your action phases and not just the one when it would happen the first time.
