Yes, not a trigger, it's a while-static effect that's looking for an action card. (Doesn't generate a layer on the stack as a trigger would)

Then how can give and take be triggered more than once?
Give and Take is worded differently with a trigger, "Whenever it is defended" whereas Feisty Locals is worded "If this is defended by an action"
As Erick says, "If this is defended" is a discrete "on/off" type effect - it is either defended by an action or it's not. Give and take is a triggered effect which triggers every time that happens. (again, release notes are your friend 🙂 )
What is the best way I can determine what is an triggered ability and a static ability?
