Actually it wouldn’t be in the CR. It would be in tournament rules.
It is in the tournament rules, in the section about player communication and different categories of information.
in section 5.1, I found this:
Players are responsible for recalling Visible and Public information, but not for Assisted, Historical, or Private
information. Players must answer questions about Visible and Public information completely and honestly. If a
Player notices that Visible or Public information is incorrect, they are responsible for pointing it out.
Which appears to be 5.1
based on this section's examples, it looks like the Combo line and additive abilities therein of a Katsu chain would be called Assisted Information?

Assisted Information is information unrelated to the game state, like requests to a judge to look up a given card.
The printed properties of cards and tokens that are part of the public game state are Visible Information, and any changes to those properties are Public Information. Players must answer questions about both categories completely and honestly.
Also, details of current or past decisions, effects, or events, that affect the current game state, are also Public Information, that might include triggers that have resolved, effects that have applied to a card, and so on.

oh no wait theres a difference. one is "public cards". presumably that means cards in public zones, im guessing.

Finding player's intent requires an investigation. If you did not yourself perform that investigation on site, please refrain from publicly speculating on a player's intent.
Yea, it’ll come down to specifics of the investigation and player behavior/actions. Which we weren’t there for so it’s best to just stay out of it.
You are always allowed to see the oracle text from a card you can uniquely identify.
Ask a judge to give you the oracle text.
