After Uzuri's ability resolves there is still a priority window in the reaction step for both players to do things.

After Uzuri's ability resolves we're still in the reaction step, typical back and forth is allowed. Until both players pass with an empty stack in the reaction step do you then move to the damage calculation step to assign physical damage.

Iyslander can play a blue NAA from arsenal during the layer step of the attack, the attack step of the attack, and the defense step of the attack before you arrive at the reaction step. Where the turn player has the first priority during the reaction step where it would be too late to place a frostbite to interrupt the Uzuri attack reaction ability, unless the Uzuri ability does something else prior to activating Uzuri's ability (ex. playing and resolving shred)
