When a layer resolves, priority returns to the turn player.
So if I play an instant on my opponents turn, the last player to get priority before the layer resolves is me?
Ah, I misunderstood the question
After an object is added to the stack, the player that added that object receives priority, and what Tyler said is also true. It depends on what happened last.

After you play an instant (or otherwise create - okay yup Ryan beat me to it haha
So assuming both players don't add anything more to the layer, the last player to get priority is the player who didn't play the instant

"Instant" means "You can play this any time you get priority", and has nothing to do with the 'speed' of resolution.
Exactly how @willow knoll said it. It isn’t like MtG.
The Active Player will always have a chance to respond to anything the Non-Active Player does and visa-versa. The trick is when to let a layer resolve so that your response makes sense.
Reprise and how that can layer with d-reacts would be a way to study this kind of timing.

Timing and response structures have changed over time. I find that folk who have recently come in from MtG that move faster in their timing and in their expectations in resolution within the stack; which is why I usually use Reprise response examples to slow folks down a bit. In essence they aren’t different, but style of play and mindset sometimes play a role in the confusion players run into from time to time.
