Maybe the boost can go 6 hours since conquest takes some time

Good point, the 15 minutes, like Elixir and Gold boosts, might not be enough since each stage will a little bit. Maybe even add a "15% hero boost" in rotation for daily bonuses or something.

in some cases someone with bad rng buys this and then is still unable to complete it...

Buying a 15% boost for non meta heros would be able to push more than meta in some situations. Like the current season.

its insane how i made exactly that suggestion to shamahan a few months ago

told him he could either place a new building or use trees with doors to set up the shop for that

Since the main reason why a hero or pet is good or bad perhaps some way to customize/leveling up skills should be explored for a huge update in the future
