it works on any wagon level, thats what we know. but the reason for it not triggering... hmm

what i recommend you to do:
use the rope hook on the wagon. that instantly breaks it and releases all enemies. then you have more time for shuriken vortex

i had the same problem, your option worked for me 👍 haven't thought about using the rope hook as a help
