Ramp arm are blocking
Your trolley jack are too low
The objects is blocked

You possible never checked any those problem, instead complaining do double check what cause blocked that make wheel won’t fitted.

Even there loading instructions said “if ramp arm is on way, you can’t fitted the wheel.”
