it won't play the tracks, even if not muted
So this is not just when you're recording? The tracks just won't play back. Try rescanning your audio devices, this fixes a lot of problems. And rescan frequently, especially after disconnecting a device or connecting a new one, Audacity gets confused if you don't.

it's only when I'm recording
whenever I record over the track I'm trying to cover, I can't hear it
not record over it but

even tho they aren't muted

Yeah I wouldn't be surprised if you headphones might not be capable of two way transmissions, at least through Aduacity.

I mean it is possible that your headphones are capable of playback OR recording, but not both, at least not through the Audacity engine.
I don't know if that's the case, I'd have to really see what you're doing, but it's just a thought based off the very limited information here.
I was able to record stuff while tracks were playing before, but now it won't work.

Yeah without really being able to poke around in your session or your settings I'm not sure what you can do about this.

Well you definitely need to have overdub on. I. know you said earlier that it didn't help but keep that on.
I just recorded a video showing what happens when I record, I also amplified the audio I recorded as an example
I'll record another one showing what happens when I do record with overdub on
Also I don't know why but the window is slightly smaller in the video then it should be, so it might look like I'm clicking in the wrong places. Oh, and certain things don't show up, but what I did in the video was just amplify the recorded audio.

I did accidentally go overboard with the amplify when I did amplify the recording but I did fix it eventually
yet again, small window, things not popping up
I went into my preferences, switched on Overdub, recorded, amplified
So...?
Okay so your problem is that you're recording your output. I am almost certain this is a problem with your headphones in that case.
