I got a iflight turbobee 136rs v2 for free from a buddy and when I went to check it out on betaflight config, I was met with the message thats in the screenshot.
I was thinking of just using an older version that would support a API version 1.40 but can't figure out how to do it. Any help would be amazing!

You can most likely just flash the newest version
Just go to Github and get Betaflight Configurator 10.7.2
I'm pretty sure it'll work with Betaflight 3.5. Get an earlier version if it doesn't.

I tried to do exactly that but it just got stuck. It would never pass the rebooting stage before it could even start the firmware update.
I believe I am using that, it prompts be with the message about the API and doesn’t allow me to update the firmware. It gets stuck at the reboot before it can update the firmware.

But ideally you should be able to either:
a) just configure what you have with Configurator 10.7 or 10.8 , or
b) press/hold boot-button while plugging USB, then release. should get you DFU mode for flashing. it will erase everything.
