Betaflight 4.4 with mamba h743 motor spins prop in always. Even with motor reveser slider on.
With my 2 conewhoops it works fine.

If that's the case... that only tells the flight controller what motor direction to expect and assume it's set correctly by the user. It does not change the actual motor direction

when setting up motor direction under > Motor Direction, manual or wizard I can't reverse direction of motor. motor will stop and continue spinning in the same direction. I have Betaflight 10.9.0 and FW flashed to SpeedybeeF7V3. Motor direction is reversed so my forward facing motors are spinning outward and my rear motors are spinning inward.

I have a Speedybee F7V2, and I am having the same issue. Motor direction will not change in the motor wizard. Did you get this figured out?
