your beeper is likely not going off because of this
as for arming, you need to have the throttle all the way down
that's what the THROTTLE flag means

because surely when your throttle is all the way down, your motors should stop completely right
well not necessarily
the motors should spin a little when throttle is all the way down, this is generally for the quad to maintain control
