Your riser cable is physically incapable of producing noise at the voltages that will normally go through it.
Its hard to tell from your video because of your exhaust fan running, I'd set the power of that fan to 0 to confirm, but it's either coil whine from your GPU which is normal or it's micro vibrations from your fan not being secured properly into the case. I don't see any bottom screws holding in the fan
I found the source of my noise problem — the issue is that the screws weren’t tightened properly, and the 360 mm water cooler is preventing the case’s built-in 120 mm fan from being positioned any higher. How do you think this problem can be solved?
thats just a limitation of the case and your radiator being too long
You can move the fan to the side and have it as intake, if your aio is set to exhaust you dont need the rear fan

I saw on YouTube that someone had an ASUS ROG radiator, and then they pushed bottom case fan upward and their problem was solved.

You could get a slimmer fan
your radiator is just too long for the position its in to accomodate the 25mm stock fan
But I'd recommend just populating the side intake fans and letting your top aio be your exhaust

fans are typically 25mm thick but you can get slimmer or thicker models
for example hyte's fp12s are 32mm thick
What’s your opinion about Cooler Master models?
I’m in the Middle East; you can’t really find these kinds of things here, and the country’s import situation isn’t very good.
What do you think I should tell the seller I’m buying from, or what should I search for online, so they can get me the thing you have in mind?
Again, I'd recommend getting rid of the stock fan on the rear, using your top mounted aio as exhaust, and getting 2 140mm fans for the side intake
Here, you can only find Cooler Master fans, DeepCool fans, and some Lian Li models — that’s it.

You dont even need to touch the aio, just get rid of the fan

In my country, only these kinds of things are available here unless you order from Amazon, but that takes 30 business days to arrive.

yes
reverse fans are only really good for airflow when theyre not impeded by something
140 mm reversed fans are really hard to find; I have to get 120 mm reversed fans for my case.
theyre not as efficient as regular fans at moving air normally and they have poor static pressure properties for uses on a radiator for example

if you had a fan curve setup for that fan in bios then youd need to make a new one for the fan header you moved the fan to
follow where the cable goes and just unplug it straight out of the fan header
