I haven't heard of this nor have I seen anyone use it but it would in theory bring some more air in for your gpu (as long as you choose a design that actually lets air in).
One thing you need to remember is that its made of acrylic which is very glass like except for its scratch resistance. You could probably scratch acrylic with a feather.
Also the type of ventilation pattern used can produce more noise due to turbulence than others.

at 62mm its just slightly above the 60mm width recommendation and if my memory serves me correctly the 4070ti wasnt a very hot card in the first place
actually its 60mm so its perfect
