#is it possible to be under $700 for a entry Hyte Y60 setup?

Under $1000 maybe. The Y60 is an expensive case when considering a budget build.
Completed Builds
Search for Y60 in the top right search box next to the sort by
gives you some examples of completed builds under $1000 in a Y60
assuming you can replicate their prices
I personally would look at cheaper budget case options and use that savings in your budget for better parts. Also go with cheaper fans like Arctic instead of Corsair or Lian-Li to get better components like GPU/CPU
on AM4 basis it should be possible but not to the extend many of the builds in the server, subreddit etc
Yeah, AM4 with a 5000 series CPU would be the way to go for this build
and a 3000 series GPU
or AMD 6000
6700XT ftw
y40 would be better for tighter budgets
could skip the license key for now and activate later or if your nephew has a older pc or laptop running windows 10 it can be linked to a microsoft account and the new pc can be activated that way
the 3600 is still a solid gaming cpu but id pair it with a b450 board
3600Mhz ram would be my recommendation too
I'd consider gen 3 nvme ssds aswell
Switching to a B450 or X470 board (if you can find one cheaper) with bios flashback will be compatible with 5000 series CPU's If you save money going with a cheaper board could get a better CPU
id try to get a 6700 instead of a better cpu

Heres what I'd do for a sub 1k build in a Hyte case
Changes from your list:
- B450 Board instead of B550
- 3600MHz instead of 3200
- Samsung 970 Evo Plus Gen 3 instead of 980 Pro gen 4
- RX6700XT instead of RX6600
- Y40 instead of Y60
- No license key for windows - You dont necesarly need it if you get used to the watermark or 3rd party sites offer cheaper keys, also see here #1131650849945424063 message

Hell it'd be a sub 900 build if you skip the AG400 cooler since the 3600 comes with a decent stock cooler
But you'd be stuck on pcie gen3
If you are going to have a pcie gen4 capable cpu going to a motherboard that can only do pcie gen 3 you would leave a lot of potential on the tabe I'd think
for gaming gen 4 has almost 0 difference at that budget

It may make a difference with the 6600/6650xt as it only has 8 electrical lanes
If they were getting a 6700xt then I'd be less concerned about pcie generation

Your microcenter may have the parts on this list for cheaper or it might not have them at all

I cannot help you pick out parts at microcenter since I do not live anywhere near one nor have I ever shopped there. Certain stores have different stock than others.

The RX 6000 series is pcie gen 4 which means that if you buy a card thats worse than the 6700XT you'll need a motherboard with a gen 4 pcie slot or else you'll be severly limited in bandwidth because AMD in their infinite wisdom made the 6600s pcie 4x8 cards. the 6700xt is a pcie 4x16 card but there is no differance between pcie 4x16 and pcie 3x16

the only risk of having malware installed along with your games is if your downloading off of some sketchy site ie pirating.
