Unless you're trying to go for the silver thing, then you need some silver on the torso too to balance it out. I donr have a suggestion for this though so experiment around with the torso. Helmet is perfectly fine.

Like If I did every quest/explored everything would i be able to get every armor set the game has? Or would I be locked out of some because certain quests require you to make decisions that dictate which set you will get.

No you have access to everything, all though the only quest that you can loose the armor that i can think of will be D’s quest, where you loose the armor if you give it to his brother. All though you can aquire it later at the end of the quest
