I get around the game just fine with 40 vigor, if I need more health I just pop on a great rune and that has me covered. But about the int you are right, split the 20 levels into dex and int as you see fit.

If you didnt know already there is soft and hard caps, meaning after a certain point you're basically getting only half the worth i.e from level 1-40 in vigor would give 60hp per level, after the softcap it would give lets say 40hp. (not actual values)
ideally you want to level everything to just below the softcap before you minmax unless you have reason to, e.g. some sorcery needs 70 int to cast. or you wont be using that stat
so yeah you'd probably be better off using those 20 points in vigor elsewhere
