im not experiened with mm ec vs quicken enough, but i play quicken quite a lot and if your goal is to avoid quicken r1, thats the most you can delay it i think, oceanid 1 summon -> take the electro, then swap fischl tank the dendro -> swap back to oceanid. this wastes 1 electro application from oz and im sure its also avoided +1 damage but then quicken will proc in r2 no matter what unless you have fast swap

Xiao exchanges 4 dice value for a maximum of 4 summons on the opponent team (which usually deal 1-2 dmg and up to 4 with buffs or elemental reactions per turn). That card brings great cp value already so I personally think putting him in the deck won't hurt.
And as for using it against MMEC, if you use him against Oceanid, you can nullify her burst with the cost of only 4 dice. During the time she gathers her summon again and puts herself exposed, you basically gain a superb control advantage.
I found that if he changed to 4 unaligned would also be a good way, but 3 dice are impossible.
