it kinda depends on how many really good substats there are for the char

someone like Nefer / Zibai is easiest, they have 3 potential useful substats on flower / plume and 2 on sands / goblet / circlet

3 useful subs is ideal for rerolling, 2 is ideal for crafting

Skirk is similar, just 3 useful subs on the goblet instead of 2
so ideally you'd have an off-piece goblet to reroll

with > 3 useful subs, all you can really do is keep grinding the domain / stygian farming

yeah, they're a limited resource. You get some from exploration and then a limited amount every month from imaginarium theater and stygian onslaught

Dust of Enlightenment is the artifact reroll mat
it's very limited and valuable, so only use it on artifacts that had very high potential

Sanctifying Elixir is the crafting mat, I tend to have more of that than the rerolls

for stygian, you can get 1 reroll mat from farming the better artifact domain it provides (the farming phase is over now, so can't get that one anymore)
1 from clearing menacing (can be done in co-op, you can ask for help if it's too hard
1 from clearing dire (has to be done solo, it's a lot harder than abyss)

Zibai just had her run, but the first rerun will likely be not that far away. Nefer and Zibai will fight or Bina though.

the useful substats are EM, Crit Rate, Crit Dmg.

generally you just find whichever pieces have the highest total substat rolls / highest roll value
one useful stat will be a bit better than another, but not to the extend that it trumps just having more useful rolls overall

after highest roll count, the next thing to worry about is your crit ratio.
a multiple of 1 : 2 is ideal, so crit rate half of crit dmg until cr caps at 100%. (make sure to take all your buffs into account when calcing crit ratio)
