I'd keep farming for a good on-set flower (4 starting stats with cr, cd, em)

you can then re-roll it until it doesn't roll the final stat at all

once you have an on-set flower, you can off-piece the circlet

that'll hopefully let you use a CD circlet with hopefully enough crit rate subs to balance your crit ratio

alternatively, you can craft one

Nefer has only 2 possible useful substats on sands, goblet, circlet

so those pieces are good crafting targets after you have a perfect on-set flower and plume

it's niche as well, but rather a niche support than a niche carry imo

Xingqiu c6 would be another niche 4-star (he kinda has the highest hydro app in the game, so good for dealing with pyro shields)
