stats like hp, em, crit don't really have recommended ranges

it's true that the more you have, the more saturated they become.
the less you gain from an additional roll compared to a roll of another stat
but 2 rolls of one stat is usually still worth more than 1 roll of any other

so the general rule is just to count the substats on your artifacts and use the pieces with the highest count
your next priority after that is to balance your crit ratio (1 : 2 ratio until CR reaches 100%. if you have more than 200% CD, you want 100% CR)

beyond that, you'd use genshin optimizer to actually calculate which is better
