water slug: arlecchino, bennett, citlali, xilonen
gradon of lava: raiden, yae, chevreuse, xiangling
punching bag: neuvillette, furina, escoffier, layla and do 25ish s rotation with layla QE off-cd

It's just expensive to allocate 2 strong dps characters for 1 team)

Raiden needs crit rate circlet, and probably catch, you can also swap her for triple em build with em set of your choice with Dragon's Bane for hyperbloom team. In terms of lvling up characters your n1 priority is upgrading xq xiangling chev

my own take would be that first and foremost, artifact crafting is good when the set is inefficient to farm / strongbox

For example, I was strongboxing Navia's signature set (which is only used by her). I kept going until I had 3 good pieces. Then I crafted one and strongboxed the other.

I think goblet, sands, circlet can all be valid targets, depending on what off-pieces are available. I had an okay Navia sands and a good off-piece, so I chose to craft the circlet.

sands / goblet can have 2 crit subs, so you're more likely to roll into them. but circlet is cheaper than goblet

I also think that for chars like skirk, I'd probably craft sands / circlet since they can only have 2 useful subs. so you're pretty much getting a perfect candidate. cryo goblet can have 3, so it's a better candidate for re-rolling a prefect off-piece.
