let's say you had 4 pieces of Marechuasse Hunter
adding 36% to crit rate, that makes your crit ratio 59 : 90

all else being equal, it's better to have a crit ratio close to 1 : 2
so with a crit rate circlet, your ratio becomes 90.1 : 90
with a crit dmg circlet, it's 59 : 152.2

you'd look for a crit dmg circlet, and choose artifacts that increase your crit rate more than your crit dmg
