No, the NAs and CAs don’t count as burst damage

I think sac might be comfortable in overworld or when you're low on ER, it lets her use her skill twice instead of the burst
to trigger her off-field damage

the thing is, especially if you're aiming to roll into crit, it's only a 1/4 chance

compared to a 1/2 chance for the goblet since it can have double crit
and dmg% goblets can have more useful substats than circlets, so statistically there are just more ways for them to roll well

circlet: crit, EM, atk%
