Neuv is more about dealing raw damage than applying hydro.
If he's actually built, someone like Kazuha or a Scroll of the Hero holder will make him shine more

his hydro app is still somewhat decent, so HB is possible.
Though he also likes playing at range when he's not shielded, and Kuki prevents that

mavuika is more likely to lock with natlan units so you can charge her elemental burst (idk if er will also help her get burst quick), but she has a lot of utility in her kit (like being an on-field and off-field dps, and value is idk if we check the scalings) and she is invaluable in natlan exploration (if you're lucky you can even pull citlali for her). arle is great too, but you can't optimally run her with furina so it's a "pull if you really like her"

tldr: mavuika offers a bigger plate on the table than arle in terms of utility and flexibility, but pull for who you like
