For strong constellations, I'd consider c2 Furina, or c1 r1 Neuv. Stronger, and getting stuck halfway doesn't hurt you. (If those are chars you'd consider playing.)

C2s are also often weaker than C4 because we'll, if you went for C4 you might as well continue until C6
