So she effectively has no E, no Q and takes away a teamslot and halves your survivability

just for mediocre hydro application

You upgrade it 5 times on the way to +20, adding 5 substat rolls in total

You can now have a piece that at maximum can have 8 substats (all 5 rolls went into either CR DMG or EM), or it has one less for each roll that went into HP if that makes sense

its just a way to evaluate artifacts without having to rely on just counting crit value

Now skipping to today, I tried re-logging on one of my old account, comparatively low ar, which lead to genshin asking me to re download the necessary quest data, so I refrained from logging in and removed that account from the device, now when I tried logging in on my original, i.e. ar 57 account, it's asking me to re download all that data again, and without downloading that, I'm unable to enter my world aka log in.
Is there any way to fix this so that I won't have to redownload all that data just to delete it again
