As well as enemies that just won’t stand still/ stop attacking meaning you have no DPS since you can’t charged attack

or you can run triple Hydro and let the sole Dendro character trigger Blooms (which would result in less Blooms than the other option)

if you do the first option then almost every Hydro character would work as long as you build Elemental Mastery on them and they can apply a lot of Hydro

Though I’d suggest using someone that can’t really be used for anything else
Prime example is Barbara

So you could run something like
Nilou, Barbara, Nahida, Yaoyao

If you do the second option then your Dendro character should be an excellent applicator like Nahida
And you must supply enough sustain from yoru Hydro characters or your Nahida will die very quickly to your own Bloom damage lmao
